Before March 1, 2028

Read the City notice on the right to request cooling. The City must publish it by January 1, 2028.
List the rooms that are someone's main place to sleep. Those are the covered rooms you can request.
Measure each one. The room calculator shows the minimum size.
Check whether your apartment is rent stabilized or rent controlled. If it is, the consent steps below apply to you.

From March 1, 2028

Request cooling for each room you want covered. NYCHA residents opt in through 311.
Keep the City's confirmation. It arrives within 10 days and explains how to file a complaint.
Note your start date: 60 days after your request.
If you sign a lease or renewal, check that it says who pays the electricity for cooling and includes the City notice.
Look for the notice from your owner, handed out and posted in the building by September 1, 2029.

Rent regulated only

Before agreeing, ask what work is planned and what it will cost you. Coverage starts only after you consent to the work and any charges.
For an Individual Apartment Improvement in a rent stabilized apartment, your written consent is required, and the increase is permanent.

From June 1, 2030

From June 15 to September 15, each room you chose should stay at 78°F or below.
Measure at least 3 feet above the floor and 3 feet from outside walls.
If a room isn't kept cool, follow the complaint steps in your City confirmation. An owner who is cited gets 14 days to fix it.

Checked October 21, 2026. Programs and prices change. Confirm with the source before you rely on a figure.
